    Yes, you're correct in limited dragon shifting.

    For the birthday trait, you can either add wings/horn/immortality to a traited horse or pick a 1 or 2-space trait trait for an untraited horse. It can't be 'stacked' to augment current traits. The only way to get his dragon shifting bumped up to full shifting is to get permission (some kind of plot), or possibly run a quest Smile
